Install legacy Apple Java 6 to prevent problems with the Commuter Utility
If you have installed IBM SPSS Statistics 23 with a concurrent (network) license and would like to use the Commuter utility to check out a license for release 23, then you must have legacy Java 6 for Apple installed. Otherwise, the commuter utility will not work.
Apple provides the legacy Java 6 (Java for OS X 2015-001) on the link for download:

For the Commuter Utility short-cut please to APAR PI49312 If you have installed Java 6, the Commuter Utility can be located on Finder. Select Applications - IBM - SPSS - Statistics - 23 folder. Right click on SPSSStatistics.app and select 'Show package Contents'. Open the bin subfolder below the contents folder. Locate the Commuter Utility among the files and run it. If you would like to have the commuter utility short-cut inserted below the Statistics 23 folder please refer to below APAR and public Interim fix: 23.0-IM-S23STAT-MAC-FP002-IF003. Why will applets not run after getting Java through Apple Software Update?
Apple disables the Java plug-in and Webstart applications when the Java update is done using Software Update. Also, if the Java plug-in detects that no applets have been run for an extended period of time it will again disable the Java plug-in.
Why is Oracle Java available only for Mac OS X 10.7.3 and above?
The Java Runtime depends on the availability of an Application programming interface (API). Some of the API were added in Mac OS X 10.7.3. Apple has no plans to make those API available on older versions of the Mac OS.
